Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for the Dakota Skipper and Poweshiek Skipperling (Two Butterflies) 
Abstract:

We must designate critical habitat, to the maximum extent prudent and determinable, concurrent with a listing determination for a species pursuant to the Endangered Species Act of 1973. The Dakota skipper and Poweshiek skipperling are prairie-dependent butterfly species that occur throughout north-central U.S. States, including Minnesota, North Dakota, South Dakota, Michigan, Illinois, Iowa, and Wisconsin. They also inhabit south-central provinces of Canada. We developed a listing determination for the Dakota skipper and Poweshiek skipperling, currently candidate species, as a separate rulemaking action.
