The Patient Protection and Affordable Care Act of 2010 (the Affordable Care Act) amended title I of ERISA, by adding a new section 715 which encompasses various health reform provisions of the Public Health Service (PHS) Act.   Section 2715 of the PHS Act directs the Departments of Labor, Treasury, and Health and Human Services to develop standards for use by a group health plan and a health insurance issuer offering group or individual health insurance coverage in compiling and providing a summary of benefits and coverage (SBC) that accurately describes the benefits and coverage under the applicable plan or coverage.  PHS Act section 2715 also calls for the development of standards for the definitions of terms used in health insurance coverage.
