Title: Interstate Compact on Educational Opportunity for Military Children | |
Abstract:
State governments in all 50 states have recognized the need to stabilize the transition of school-age children in military families between school districts by enacting into state law the Interstate Compact on Educational Opportunity for Military Children (referred to in this rule as "the Compact"). The compact establishes uniform policies for school transition in areas such as enrollment, eligibility, placement and graduation requirements.
In addition to attending state-operated schools, children in military families also attend Department of Defense Education Activity (DoDEA) operated schools while their sponsors are assigned overseas and in certain locations within the United States. The proposed regulation establishes consistent policies for DoDEA schools that correspond to those being followed by school districts subject to the Compact. Without the regulation, DoDea has no guidance upon which to establish practices that fulfill the intent of the Compact in support of children in military families.
This rule establishes policies within the DoD to support the implementation of the Compact within its member states by designating representatives from DoD to participate as liaisons on councils and commissions required by the Compact, and by directing DoDEA to apply Compact transition policies within DoDea schools. |
