Title: Asylum and Withholding Definitions 
Abstract:

This rule would provide guidance on a number of issues central to the adjudication of applications for asylum and withholding of removal. In particular, this rule would clarify the definitions of "particular social group" and "persecution," as well as the statutory requirement that, to result in asylum eligibility, persecution must be "on account of" a protected ground. This rule would also make clear that, under certain circumstances, a person who has suffered, or fears suffering, domestic violence can qualify for asylum or withholding of removal. The Department of Justice began this regulatory initiative in 2000 by publishing a proposed rule.
