Title: Examination of Working Places in Metal and Nonmetal Mines 
Abstract:

The purpose of workplace examinations is to identify and correct conditions that may adversely affect miners’ safety or health before miners are hurt. From 2000 through the end of 2014, MSHA issued over 14,500 citations or orders to MNM mine operators related to workplace examinations, including 81 issued for fatal and non-fatal accidents. Recent fatalities and other accidents at metal and nonmetal mines suggest that miners would benefit from workplace examinations conducted by experienced and trained examiners. MSHA is proposing to clarify the requirements for the abilities and experience of the competent person (examiner); to require conducting a workplace examination as a new task training under 30 CFR part 46 or part 48; and to specify recordkeeping requirements that will facilitate correction of hazardous conditions and to alert others at the mine of conditions that may recur or in other ways affect them.
