Title: Petitions for Rulemaking, Amendment, or Repeal 
Abstract:

The Administrative Procedure Act requires all agencies to allow members of the public to petition for the issuance of new rules or changes to or repeal of existing rules. Pursuant to that requirement, DHS is proposing a petition process for departmental rulemaking actions.
