Title: Oil and Natural Gas Sector: Definitions of Low Pressure Gas Well and Storage Vessel | |
Abstract:
This action finalized the reproposed definition of "low pressure gas well" in 40 CFR part 60, subpart OOOO. The definition was reproposed to respond to a public comment offering an alternative definition, received in a timely fashion, but placed in a docket that did not correspond to comments submitted to the July 17, 2014, action titled "Oil and Natural Gas Sector: Reconsideration of Additional Provisions of New Source Performance Standards; Proposed Rule." The EPA also finalized amendments to the NSPS to remove provisions concerning storage vessels connected or installed in parallel and revised the definition of storage vessel. This final action removed all language added in the 2014 amendments that pertained to storage tanks that are connected in parallel or installed in parallel to a primary storage tank. We believe that we have sufficient provisions under the General Provisions at 40 CFR 60.12 Circumvention to address the specific situation where storage vessels are divided into smaller tanks to avoid applicability of the rule, and which was our intent with the previous amended definition. Therefore, we do not believe that our reverting to the prior definition of "storage vessel'' will affect our ability to ensure control of these storage vessels. The final rule was signed 3/17/15. |
