Title: Trichloroethylene (TCE); Significant New Use Rule (SNUR) for Consumer Products 
Abstract:

EPA proposed a significant new use rule (SNUR) under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for trichloroethylene (TCE). On August 7, 2014, EPA proposed to designate the manufacture or processing of TCE for any use in a consumer product as a significant new use, with a proposed exception for use of TCE in cleaners and solvent degreasers, film cleaners, hoof polishes, lubricants, mirror edge sealants, and pepper spray. If finalized, persons subject to the SNUR would be required to notify EPA at least 90 days before commencing any manufacturing or processing. The required notification would provide EPA with the opportunity to evaluate the intended use and, if necessary based on the information available at that time, an opportunity to protect against potential unreasonable risks, if any, from that activity before it occurs.
