Title: Organization and Functions of the NTSB; Delegations of Authority; Rulemaking Procedures 
Abstract:

The National Transportation Safety Board (NTSB) plans to revise 49 CFR part 800, which contains a description of the organization and functions of the NTSB, as well as several delegations of authority to various NTSB employees. The NTSB will propose to update these delegations by including delegated duties the NTSB has realized part 800 should contain. In particular, on June 18, 2015, the NTSB published a Notice of Proposed Rulemaking (NPRM) proposing to add a new subpart to part 800, to describe the NTSB’s rulemaking procedures, including procedures to implement direct final rulemaking authority. In a separate NPRM, the NTSB may propose other changes or additions regarding continuation of operations provisions and internal handling of information. The proposed updates to part 800 will modernize the regulations as needed. The NTSB’s notice regarding part 800 follows a notice the NTSB published in the Federal Register in June 2012, which indicated the NTSB would review all NTSB regulations and amend them to ensure they are up-to-date, in accordance with Executive Orders 13563 and 13579.
