Title: ●Technology Innovation -- Personnel Exchanges 
Abstract:

NIST is proposing ways to improve current personnel exchange mechanisms as well as ideas for new mechanisms that will facilitate the exchange of Federal personnel with academia and industry, including small businesses. These exchanges are considered to be one of the most effective means for accelerating the transfer of Federal technology to the U.S. economy.
