Title: Exceptional Family Member Program (EFMP)  
Abstract:

This rule establishes the Exceptional Family Member Program (EFMP) to identify a family member with special needs, providing family support to military families that include a family member with special needs, authorize travel at Government expense for active duty service family members with special needs, and, process DoD civilian employees who have family members with special needs for an overseas assignment. The revisions to this rule will be reported in future status updates as part of DoD's retrospective plan under Executive Order 13563, completed in August 2011.
