Title: Supportive Housing for Persons With Disabilities Implementing New Project Rental Assistance Authority (FR-5576) | |
Abstract:
This final rule implements amendments made by the section 202 Supportive Housing for the Elderly Act of 2010 (sec. 202 Act of 2010) and the Frank Melville Supportive Housing Investment Act of 2010 (Melville Act) to the authorizing statutes for HUD's supportive housing for the elderly program, known as the section 202 program, and the supportive housing for persons with disabilities program, known as the section 811 program. These two statutes were enacted on January 4, 2011, and made important reforms to the sections 202 and 811 programs, several of which have already been implemented through separate issuances. In addition to implementing reforms of these two statutes, this final rule implements several other changes to align with the amendments made by the January 4, 2011 statutes, and streamline the section 202 and section 811 programs to better provide supportive housing for the elderly and persons with disabilities. This final rule establishes the requirements and procedures for the use of new project rental assistance for supportive housing for persons with disabilities; implement an enhanced project rental assistance contract; allows for a set aside for a number of units for elderly individuals with functional limitations; makes significant changes for the prepayment of certain loans for supportive housing for the elderly; implements a new form of rental assistance called senior preservation rental assistance contracts (SPRAC); modernizes the capital advance for supportive housing for persons with disabilities; provides grant assistance for applicants without sufficient capital to prepare a site for a funding competition; and establishes regulations for the Service Coordinator in Multifamily Housing program and the Assisted Living Conversion program. |
