The National Transportation Safety Board (NTSB) added a new subpart to part 800 by Final Rule on September 23, 2015, to describe the NTSB’s rulemaking procedures, including procedures to implement direct final rulemaking authority. The NTSB subsequently plans to incorporate minor technical edits to 49 CFR part 800, which contains a description of the organization and functions of the NTSB, as well as several delegations of authority to various NTSB employees. The NTSB’s notice regarding part 800 follows a notice the NTSB published in the Federal Register in June 2012, which indicated the NTSB would review all NTSB regulations and amend them to ensure they are up-to-date, in accordance with Executive Orders 13563 and 13579.
