DOD/OS RIN: 0790-AJ05 Publication ID: Fall 2016
Title: End Use Certificates (EUCs)
Abstract:

This final rule removes 32 CFR part 205 concerning the signing of EUCs required by foreign governments for foreign defense items purchased by the United States. DoD has determined that the rule has no impact on the public, and that DoD signs the end use certificates (after internal approvals are obtained) at the behest of a foreign country when DoD is buying certain products from them. Therefore, the Federal Register rulemaking is no longer required for 32 CFR part 205. Moreover, it has been determined that publication of this CFR part removal for public comment is impracticable, unnecessary, and contrary to public interest since it is based on removing DoD internal policies and procedures that will be publically available on DoD's issuance web site. The revisions to this rule are part of DoD's retrospective plan under Executive Order 13563 completed in August 2011. DoD's full plan can be accessed at: http://www.regulations.gov/#!docketDetail;D=DOD-2011-OS-0036.
