Title: Oil Spill Financial Responsibility for Offshore Facilities
Abstract: This is a complete rewrite of part 30 CFR 553. It establishes the requirements for demonstrating Oil Spill Financial Responsibility for covered offshore facilities (COF), and sets forth the procedures for claims against COF guarantors, and the limit of liability for offshore facilities, as adjusted, under title I of the Oil Pollution Act, as amended. Much of the impetus for this rule came from the experiences of the Government in dealing with the Macondo oil spill.
