Title: Oil-Spill Response Requirements for Facilities Located Seaward of the Coast Line 
Abstract:

The current regulations establish the authority for the Bureau of Safety and Environmental Enforcement (BSEE) to review and approve oil spill response plans submitted by owners and operators, as well as to verify their preparedness through equipment verification checks, audits of training programs, and exercises, including incident management team, equipment deployment, and Government-initiated unannounced exercises. This rule would update the regulations for offshore oil spill response plans (OSRPs) by incorporating improved lessons learned from the 2010 BP Deepwater Horizon Oil Spill of National Significance as well as nearly two decades of agency oversight and applicable oil spill response research conducted by BSEE. The update would also establish improved response measures and standards that are systems-based and employ multiple spill countermeasures supported by new technologies.
