Title: Endangered and Threatened Wildlife and Plants; Listing Determination for the Guadalupe Fescue 
Abstract:

We propose to list Festuca ligulata (Guadalupe fescue), a plant species from the Chihuahuan Desert of west Texas and Mexico, as an endangered species under the Endangered Species Act. A critical habitat determination is addressed as a separate action (RIN 1018-BA75).
