Title: Use of Bureau-Operated Schools by Third Parties Under Lease Agreements and Fundraising Activities by Bureau-Operated School Personnel | |
Abstract:
Public Law 112-74 authorizes the Director of the Bureau of Indian Education (BIE) to enter into agreements allowing entities to lease land or facilities of a Bureau-operated school in exchange for funds that benefit the school. The law also allows school employees to participate in fundraising activities for the school's benefit as part of their official duties. This rule would establish: (1) Standards for use of Bureau-operated school lands and facilities by third parties under a rental or lease agreement; (2) provisions for acceptance of funds to benefit a school (including, in appropriate cases, trust funds); (3) accountability standards to ensure ethical conduct; and (4) provisions for monitoring funds received, their use, and any results achieved. |
