Title: Significant New Use Rule for Toluene Diisocyanates (TDI) and Related Compounds 
Abstract: The EPA is developing a significant new use rule (SNUR) under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for 2,4-toluene diisocyanate, 2,6-toluene diisocyanate, toluene diisocyanate unspecified isomers (these three chemical substances are hereafter referred to as toluene diisocyanates or TDI) and related compounds. On January 15, 2015, the EPA proposed to designate as a significant new use any use of TDI and related compounds in a consumer product, with a proposed exception for use of certain chemical substances in coatings, elastomers, adhesives, binders, and sealants that results in less than or equal to 0.1 percent by weight of TDI in a consumer product. In addition, the EPA also proposed to make inapplicable the general SNUR exemption from notification for persons who import or process these chemical substances as part of an article. Persons subject to the SNUR would be required to notify the EPA at least 90 days before commencing any manufacturing or processing. The required notification would provide the EPA with the opportunity to evaluate the intended use and, if necessary based on the information available at that time, an opportunity to protect against potential unreasonable risks, if any, from that activity before it occurs.
