Abstract:
The General Services Administration is amending the FMR by revising its coverage of Art-in-Architecture to provide clarification to the efforts to collect, manage, fund and commission artwork in Federal buildings. The changes are to require agencies operating under GSA's authority to incorporate fine arts as an integral part of the total building concept and that the art be the work of living American artists (citizens or permanent residents of the United States); and recommending all agencies should, to the maximum extent possible, collaborate with representatives of the client agency and with others who are tied to the project to commission the nation's most talented artists, and to implement the art in architecture policies in a manner that receives national and local visibility to facilitate participation by a large and diverse group of American artists. This case is included in GSA's retrospective review of existing regulations under Executive Order 13563.
