Title: Statutory Bar to Appointment of Persons Who Fail To Register Under Selective Service Law 
Abstract:

The U.S. Office of Personnel Management (OPM) plans to issue a final regulation concerning changes in its procedures for determining whether an individual's failure to register with the Selective Service System was knowing and willful.  Under the proposed rule, individuals will be given an opportunity to better explain their failure to register, and the determination will be made on a more reliable and complete record.
