Title: ●Federal Employees Health Benefits Program and Federal Employees Group Life Insurance Programs: Coverage of Employees Appointed to Personal Service Contracts 
Abstract:

The U. S. Office of Personnel Management (OPM) is issuing this proposed regulation to clarify Federal Employees Health Benefits (FEHB) and Federal Employees Group Life Insurance (FEGLI) coverage eligibility.  To be eligible for health or life insurance coverage, personal service contractors must be appointed to a personal service contract by a Federal agency that has explicit statutory authority to make appointments into the civil service by contract. This proposed regulation clarifies this requirement.
