Title: Endangered and Threatened Wildlife and Plants; Listing Determination for the Eastern Massasauga Rattlesnake 
Abstract:

On September 30, 2016, we published a final determination to list the eastern massasauga rattlesnake as a threatened species under the Endangered Species Act. The species is found in wet prairies, marshes, and lowlands along rivers and lakes in Minnesota, Wisconsin, Michigan, Iowa, Missouri, Illinois, Indiana, Ohio, Pennsylvania, and New York. We determined that designating critical habitat for the eastern massasauga rattlesnake is not prudent, due to an increased risk of collection and persecution.
