Title: Supplemental Standards of Ethical Conduct for Employees of the Department of the Interior  
Abstract:

The Department’s Supplemental Standards do not reflect the current organizational structure mandated by the 2010 Secretarial Order 3299, which resulted in the separation and reassignment of the duties and responsibilities of the former Minerals Management Services (MMS) to the newly established Bureau of Ocean Energy Management (BOEM), Bureau of Safety Environmental Enforcement (BSEE), and Office of Natural Resources Revenue. The proposed rulemaking removes references to MMS, adds BOEM and BSEE as separate agency component for the purpose of applying certain ethics rules, and extends the prohibited interests in Federal lands provision that had applied to all employees of the former MMS to all employees of BOEM, BSEE and ONRR to ensure the integrity of the programs that were subsequently reassigned remain protected in the same manner prior to the reorganization. Pursuant to Office of Government Ethics (OGE) regulation, supplemental ethics regulations are required to govern ethical conduct unique to the Department, subject to concurrence and joint issuance by OGE.
