Title: Evaluation of Safety-Sensitive Personnel for Moderate-to-Severe Obstructive Sleep Apnea 
Abstract:

Based  on the potential severity of obstructive sleep apnea (OSA)-related transportation incidents and accidents, and the varied, non-regulatory, OSA-related actions FRA has taken to date, FRA is considering taking regulatory action to ensure consistency in addressing the safety issue transportation workers with safety sensitive duties who are at risk for OSA present.  FRA issued an ANPRM (jointly with the Federal Motor Carrier Safety Administration) on March 10, 2016, seeking data and information about the prevalence of moderate-to-severe OSA among individuals occupying safety sensitive positions in rail transportation and its potential consequences to safe rail transportation.  The ANPRM also sought information about the potential economic impact and safety benefits associated with regulatory actions that would require transportation workers in these positions who exhibit multiple risk factors for OSA to undergo evaluation by a healthcare professional with expertise in sleep disorders, and subsequent treatment.  FRA received comments in response to this request and FRA will determine if and when to issue an NPRM.
