Title: Amendments to Material Control and Accounting Regulations [NRC-2009-0096] 
Abstract:

This rule would amend the Nuclear Regulatory Commission's (NRC) material control and accounting (MC&A) regulations. These regulations apply to the NRC's licensees who are authorized to hold special nuclear material (SNM) and to certain licensees within the jurisdiction of the Agreement States that hold SNM and submit material status reports to the NRC. The amendments would revise and consolidate the MC&A requirements in order to update, clarify, and strengthen them. The rule would add new requirements that would apply to NRC licensees who are authorized to possess SNM in a quantity greater than 350 grams.

Additional Information: The NRC received 20 comment letters from industry representatives, affected entities, States, and members of the public. The comments are substantive and included requests for a backfit analysis, revised regulatory analysis of cost impacts, and additional guidance documents. The staff requested and was granted a 12-month extension to resolve the public comments and prepare the draft final rule. The staff held public meetings in September 2014 and March 2015. The draft final rule is due to the Commission on November 9, 2018.
