Title: ●Margin Protection Program for Dairy; 2018 Opt-out 
Abstract:

The final rule will amend the regulations for the Margin Protection Program for Dairy (MPP-Dairy) to allow dairy producers to opt out of MPP-Dairy participation for the 2018 program (calendar) year.  USDA has heard complaints from MPP-Dairy participants and others about paying the annual administrative fee to participate in MPP-Dairy.  As a result, and as part of the USDA regulatory reform initiative under Executive Order 13777, the Secretary is using the flexibility in the 2014 Farm Bill to allow MPP-Dairy participants to opt out of MPP-Dairy for the final year coverage.
