Public Law 106-553, which established the Local Television Loan Guarantee Board and the subsequent Local Television Loan Guarantee Program, was written with a sunset clause that stated that there would be no loan guarantees approved under this act after December 31, 2006.  The purpose of the Local Television Loan Guarantee Program was to facilitate access, on a technology neutral basis and by December 31, 2006, to signals of local television stations for households located in nonserved areas and underserved areas.

As part of the Presidential Executive Order on Enforcing the Regulatory Reform Agenda, each Agency’s Regulatory Reform Task Force is directed to evaluate existing regulations (as defined in section 4 of Executive Order 13771) and make recommendations to the Agency head regarding their repeal, replacement, or modification, consistent with applicable law. Consistent with Executive Order 13771, RUS has identified the Local Television Loan Guarantee Board and the subsequent Local Television Loan Guarantee Program regulation as outdated. This final rule will remove 7 CFR 2200 and 2201 from the Code of Federal Regulations.
