Title: Amendment to the Coastal Pelagic Species Fishery Management Plan; Small-scale Targeted Fishing Exception From Directed Fishing Closures off the Coasts of Washington, Oregon, and California | |
Abstract:
Pursuant to a recommendation from the Pacific Fishery Management Council (Council) under the Magnuson-Stevens Fishery Conservation and Management Act, the National Marine Fisheries Service proposes to revise the regulations implementing the Coastal Pelagic Species Fishery Management Plan to add a definition of "minor harvest" and establish a framework for setting minor targeted harvest allowances so that traditional, artisanal-scale commercial fishing for relatively very small amounts of coastal pelagic species may continue even after other fishery sectors have been closed for the season. Currently, under the Coastal Pelagic Species Fishery Management Plan, the National Marine Fisheries Service establishes incidental catch allowances and directed live bait fishing allowances that allow continued limited fishing after other directed fishing has been closed. However, some other very small-scale fisheries that intentionally target coastal pelagic species have been precluded from fishing and/or harvesting minor amounts because they are neither "incidental" nor harvesting coastal pelagic species that are sold as live bait. The coastal pelagic species expected to be harvested under this rule will be counted, and factored into the annual catch limits. |
