Abstract:
The National Marine Fisheries Service, upon application from the U.S. Navy (Navy), proposes regulations to govern the unintentional taking of marine mammals incidental to military readiness training and testing activities to be conducted in the Hawaii-Southern California Training and Testing Study Area. The proposed regulations would set forth the permissible methods of taking, other means of affecting the least practicable adverse impact on the affected species or stocks and their habitats, and the requirements pertaining to the monitoring and reporting of such taking over the course of five years commencing in December 2018. Letters of Authorization issued under the regulations would authorize the take of marine mammals incidental to the Navy's training and testing activities to be conducted within the Hawaii-Southern California Training and Testing Study Area. The Study Area extends from the north-central Pacific Ocean, from the mean high tide line in Southern California west to Hawaii and the International Date Line. |
