Title: Enforcement of State Traffic Laws on DoD Installations in the United States 
Abstract:

This proposed rule will establish policy, assign responsibilities, and prescribe procedures for enforcing traffic laws on DoD installations in the United States. The procedures in this proposed rule will apply to all persons operating or controlling a motor vehicle on, or otherwise using the streets of a DoD installation in the United States. Violations of State vehicular or pedestrian traffic laws on a DoD installation are subject to the fines and punishment under the criminal or civil law of the State, territory, possession, or district where the DoD installation in which the violation occurred is located. By providing consistent enforcement of traffic regulations, the Department will help ensure the welfare of those individuals on the base and lessen the risk of loss of life or injury. This regulation is being pursued to create a Departmental-level regulation and eliminate multiple rules governing traffic laws on DoD installations.
