Title: Endangered and Threatened Wildlife and Plants; Removal of the Black-Capped Vireo From the List of Endangered and Threatened Wildlife 
Abstract:

We will make a final determination on our proposal to remove the black-capped vireo from the List of Endangered and Threatened Wildlife due to recovery. This bird species breeds and nests in south-central Oklahoma and Texas in the United States and in the northern Mexican States of Coahuila, Nuevo Leon, and Tamaulipas. The species winters along Mexico's western coastal States.
