Title: ●Migratory Bird Management; Revision of General Exceptions to Permit Requirements 
Abstract:

This proposed rule would allow certain identified entities to conduct certain activities that currently are authorized only through a migratory bird permit to conduct those activities without a permit. This would reduce the information collection and cost burden on these entities. Currently the Service's general exceptions to permit requirement regulations exempt State game departments, municipal game farms or parks, public museums, public zoological parks, accredited institutional members of the American Association of Zoological Parks and Aquariums, and public scientific or educational institutions from these permit requirements. The Service has received requests from other entities requesting that they, too, be considered for exemption. Currently the Service does not have a process to consider such a request. This rule would set standards and processes the Service would follow to determine if a requesting entity could be considered for and approved as exempt from the permit requirements.
