Abstract:

NIDRR was established by the 1978 amendments to the Rehabilitation Act of 1973, as amended. NIDRR was renamed the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) by the Workforce Innovation and Opportunity Act’s (WIOA) amendments to the Rehabilitation Act in 2014.  NIDILRR's purpose is to (A) promote, coordinate, and provide for: (i) research; (ii) demonstration projects, training, and technical assistance; (iii) outreach and information that clarifies research implications for policy and practice; and (iv) related activities, with respect to individual with disability; (B) more effectively carry out activities through the programs under section 204 [of the Act] and activities under this section; (C) widely disseminate information from the activities described in subparagraphs (A) and (B); and (D) provide leadership in advancing the quality of life of individuals with disabilities. The Department will rescind its regulations relating to programs conducted by NDILRR. We are taking this deregulatory action because Congress transferred NIDILRR from ED to the Department of Health and Human Services under the WIOA, section 491(n) of Pub. L. No. 113-128 (July 22, 2014).
