Title: FMVSS No. 124, Accelerator Control Systems Upgrade 
Abstract:

NHTSA intends to withdraw this NPRM in its entirety. The Agency had issued this NPRM to make two fundamental changes to the safety standard for accelerator control systems. One proposed change was to add a Brake-Throttle Override (BTO) requirement. However, since all vehicle manufacturers now have equipped their U.S. vehicles with this technology, the agency has determined a BTO requirement is not needed. Another proposed change was to update the requirements and test procedures in FMVSS No. 124 to address electronic throttle controls (ETC). However, commenters raised concerns about the proposal that NHTSA cannot address without further research. Also, the subject of ETC safety is tied into a larger effort to address overall functional safety of vehicle electronics, which is an area of ongoing research by NHTSA and other stakeholders.
