Title: Marine Highway Corridor Expansion | |
Abstract:
Statutory changes require revisions to part 393. This rule will broaden the definition of short sea transportation to include routes that do not have parallel landside routes (e.g., island routes) and to include freight ferry boats and cargoes shipped in discrete units. Previously, because the purpose of the law was limited to reducing landside congestion, it excluded routes between islands. The Coast Guard and Maritime Transportation Act of 2012, section 405 amended the definition to include islands. The NDAA 2016 further expanded shortsea shipping to include ferry and wheeled cargo. Revisions are also meant to streamline and assist the end user when seeking MARAD program assistance. |
