Title: National Shipping Authority Regulations, Subchapter Update | |
Abstract:
This is rule is intended to be a technical update with no substantive regulatory effect. Revisions to parts 315-347 ("The National Shipping Authority Regulations') are intended to correct numerous citations in accordance with codification of title 46 of the United States Code, coordinate with the Transportation Priority Allocation System (TPAS), remove internal procedural items, update agency contacts, update citations, revise portions of text, remove obsolete references, and reorganize the regulations. NSA regulations contemplate that the US Government, through the Maritime Administrator as Director of the National Shipping Authority, may enter into agreements with agents to manage and operate vessels owned, controlled or chartered by the USA for national security and or national defense related operations. Recommended changes and updates include the deleting of the SE Asia program referring to the Vietnam era sealift (ended 40 years ago) and proposing increases in dollar amounts for emergency repairs, General Agent voyage repair, and special equipment repair. |
