Title: Loan Guaranty: Homeless Shelter Program (HSP) 
Abstract:

The Department of Veterans Affairs (VA) is considering whether a regulation should be promulgated to govern its Loan Guaranty Service Homeless Shelter Program (HSP), under which VA sells discounted VA-owned properties to qualified organizations to provide shelter for homeless veterans and their families.  VA currently provides comprehensive guidance for the implementation of the HSP in VA Handbook 2602 Homeless Shelter Program (the HSP Handbook).  In this advanced notice of proposed rulemaking (ANPRM), VA seeks input from the public regarding potential rulemaking concerning VA’s HSP.
