Title: NVOCC Negotiated Rate Arrangements and Service Arrangements 
Abstract:

The Commission, in response to petition made by the National Customs Brokers and Forwarders Association of America, Inc. and granted by the Commission, proposes to initiate a rulemaking to consider revisions to its regulations in 46 CFR parts 531 and 532 that could allow for non-vessel-operating common carrier (NVOCC) Negotiated Rate Arrangements to include economic terms beyond rates and to be modified at any time upon mutual agreement between an NVOCC and shipper, and to eliminate requirements to file NVOCC Service Arrangements.
