Title: Performance-Based Emergency Core Cooling System Acceptance Criteria [NRC-2008-0332] | |
Abstract:
This proposed rule would amend the Nuclear Regulatory Commission's regulations in 10 CFR 50.46 that specify the fuel cladding acceptance criteria for emergency core cooling system (ECCS) loss-of-coolant accidents (LOCA) evaluations. The proposed ECCS acceptance criteria are performance-based, and reflect recent research findings that identified new embrittlement mechanisms for fuel rods with zirconium alloy cladding under LOCA conditions. Addresses petitions from the public (PRM-50-71 and PRM-50-84) that request changes to these regulations. Previously titled 50.46b Fuel Cladding.” This rule would also contain a risk-informed alternative to address the effects of debris in the long-term. |

Additional Information: The NRC staff provided the proposed rule package (SECY-12-0034, Proposed Rulemaking 10 CFR 50.46c: Emergency Core Cooling System Performance During Loss-of-Coolant Accidents (RIN 3150-AH42)) to the Commission on March 1, 2012. The package is publicly available at ADAMS Accession No. ML112620346. That package was supplemented by a memo to the Commission dated June 1, 2012 (ADAMS Accession No. ML12137A852). The staff requirements memorandum was issued on January 7, 2013, and is available at ADAMS Accession No. ML13007A478. The proposed rule and three draft regulatory guides were published for comment on March 24, 2014 and incorporated the Commission direction from SRM-SECY-12-0034. The 150-day comment period ended on August 21, 2014. An additional draft regulatory guide associated with the alternative risk-informed approach for addressing the effects of debris on long-term cooling was published for comment on April 20, 2015 (80 FR 21658), and this comment period closed on July 6, 2015. The draft final 10 CFR 50.46c rule was delivered to the Commission on March 16, 2016 (SECY-16-0033). | |
