Abstract:
This proposed rule clarifies the regulations regarding Federal Employees Health Benefits (FEHB) and Federal Employees’ Group Life Insurance (FEGLI) coverage eligibility. This action is necessary to explain that in order to be considered an employee eligible for health or life insurance coverage, personal service contractors must be appointed to a personal service contract by a Federal agency that has explicit statutory authority to make appointments into the civil service by contract. |
