Title: Federal Employees' Group Life Insurance: Clarifying Annual Rates of Pay and Amending the Employment Status of Judges of the United States Court of Appeals  
Abstract:

Current FEGLI law and regulations encompass a number of civilian pay systems. The FEGLI law and regulations address this issue, but, also, other laws address the issue.  Some laws establish a particular payment but decline to say that it is basic pay for civilian employees while other laws state that a particular payment is not basic pay for any purpose. This proposed rule clarifies which pay is annual basic pay for FEGLI Program purposes. It clarifies that retirement-eligible pay is considered annual pay for purposes of the FEGLI unless excluded by applicable statute or regulation. FEGLI annual basic pay does not include bonuses, allowances, overtime pay, or any other pay to a covered civilian employee given in addition to the base pay of the position, unless included by specific provision of statute or regulation.
