Title: ●FEDVIP: Eligibility Extension to Certain Tricare-Eligible Individuals; Eligibility Modification on Certain Temporary Appointments, and Seasonal and Intermittent Schedules; Enrollment Effective Date 
Abstract:

The U.S. Office of Personnel Management (OPM) is issuing a proposed rule to extend eligibility for coverage under the Federal Employees Dental and Vision Insurance Program (FEDVIP) to certain TRICARE-eligible individuals. On December 23, 2016, the National Defense Authorization Act (NDAA) for Fiscal Year 2017 was signed into law and it expanded FEDVIP eligibility to certain TRICARE-eligible individuals. The statutory deadline for implementation of FEDVIP to certain TRICARE individuals is January 1, 2019. FEDVIP eligibility for Federal Civilian and U.S. Postal Service (USPS) employees, annuitants, survivor annuitants, compensationers, and their eligible family members are unchanged by this proposed rule. In addition, this proposed rule would expand eligibility for coverage under the FEDVIP to certain temporary, seasonal, and intermittent employees who are identified as full-time employees, as defined by the Affordable Care Act. This rule would expand access to dental and vision benefits for this same group that became eligible for Federal Employees Health Benefits (FEHB) coverage under the FEHB modification rule. This proposed rule would also make a technical correction regarding effective date of enrollment in FEDVIP.
