Title: International Fisheries; Western and Central Pacific Fisheries for Highly Migratory Species; Bigeye Tuna Catch Limits in Longline Fisheries for 2017
Abstract: Under authority of the Western and Central Pacific Fisheries Convention Implementation Act, this rule would implement a recent decision of the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Commission). The rule would decrease an existing limit on catches of bigeye tuna by U.S. longline vessels in 2017. The 2017 limit is currently set at 3,345 metric tons. However, as the United States exceeded its 2016 longline bigeye tuna catch limit, it has agreed to an adjustment to its 2017 limit to account for the overage, pursuant to the Commission's "Conservation and Management Measure for Bigeye, Yellowfin and Skipjack Tuna in the Western and Central Pacific Ocean" (CMM 2016-01). This action is necessary for the United States to satisfy its international obligations under the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, to which it is a Contracting Party.
