Title: Multi-Year Annual Catch Limits for the Finfish Stocks in the Monitored Stock Category; Coastal Pelagic Species Fishery Management Plan
Abstract: On October 26, 2016, per a recommendation from the Pacific Fishery Management Council (Council), NMFS published a final rule establishing annual catch limits for three stocks in the monitored category of the Coastal Pelagic Species Fishery Management Plan: jack mackerel, the northern subpopulation of northern anchovy, and the central subpopulation of northern anchovy. The annual catch limits in that rule are in effect only for the 2017 calendar year fishing season (January 1- December 31). The rule also explained that in a future rulemaking NMFS intended to propose regulatory text codifying the annual catch limits so they could remain effective for multiple years per the Council's original recommendation and the framework of the Fishery Management Plan. This rulemaking would implement those measures.
