Title: ●Amendment 4 to Fishery Management Plan for West Coast Highly Migratory Species Fisheries; Revisions to the Biennial Management Cycle | |
Abstract:
Based on the Pacific Fishery Management Council's (Council) recommendation, this rule would implement Amendment 4 to the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species through revisions to regulations that describe the Council's biennial process for managing Highly Migratory Species. The Council adopted proposed amendments to the description and schedule of the biennial management cycle in Chapter 5 of the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species. Under Amendment 4 to the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species, the three-meeting biennial management cycle would take place during September, November, and March Council meetings instead of during June, September, and November meetings; however, the schedule would continue to start on even years. The purpose of these proposed revisions is to better align the Council's biennial management cycle with NMFS' process for conducting Highly Migratory Species stock status determinations, and, in doing so, account for scheduling of international stock assessments for management unit species of the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species--and reviews of these assessments--for the purposes of determining best scientific information available. |
