Title: ●Fisheries off West Coast States; West Coast Salmon Fisheries; Sacramento River Winter Chinook Harvest Control Rule
Abstract: This action proposes a new harvest control rule, developed and recommended by the Pacific Fishery Management Council (Council), to manage the impacts of ocean salmon fisheries on endangered Sacramento River winter Chinook salmon. This harvest control rule was developed to be responsive to dynamic changes in productivity of Sacramento River winter Chinook salmon and limit salmon fishery impacts on the species through integration of juvenile survival data in modeling abundance forecasts. The new control rule will be evaluated in a biological opinion and is intended to be implemented in setting ocean salmon fisheries, beginning in 2018. It is expected that this action will result in the use of improved scientific information as the basis for limiting fishery impacts on Sacramento River winter Chinook salmon and that will improve the stability of ocean salmon fisheries in the area south of Point Arena, CA.
