Title: ●Pacific Halibut Fisheries; Catch Sharing Plan | |
Abstract: This action is NMFS' annual rulemaking regarding Pacific halibut fishing on the U.S. West Coast (known as regulatory Area 2A), implementing the Pacific Halibut Catch Sharing Plan (Plan). The Plan governs the allocation to the domestic fisheries of the annual Pacific halibut total allowable catch for the U.S. West Coast, set in previous years by the International Pacific Halibut Commission and approved by the Secretary of State. The United States and Canadian Commissioners could not reach consensus on specific catch limit recommendations for 2018; therefore, the total allowable catch is being implemented through a separate rulemaking. The existing Plan has been in place since 1995 and describes allocation of the total allowable catch between Washington treaty tribes that fish for Pacific halibut, directed and incidental commercial fisheries, and sport fisheries in each of the three West Coast States. This action would approve changes to the Plan for Area 2A and also implement sport fishery allocations and management measures. | |
