Title: ●Framework Adjustment 29 to the Atlantic Sea Scallop Fishery Management Plan | |
Abstract: The purpose of this proposed rule is to approve and implement the portion of Framework 29 that sets management measures for the scallop fishery for the 2018 fishing year, including the annual catch limits for the limited access and limited access general category fleets, as well as days-at-sea allocations and sea scallop access area trip allocations. Allocations would be higher than in recent years. Furthermore, Framework 29 would: modify the Closed Area I and Nantucket Lightship access area boundaries to make them consistent with changes to habitat and groundfish mortality closures as a result of the Omnibus Habitat Amendment (if finalized at the time of development); and develop accountability measures for three different groundfish stocks: Georges Bank yellowtail flounder; Southern New England/Mid-Atlantic yellowtail flounder; and northern windowpane flounder. | |
