Title: ●2018 Summer Flounder and Black Sea Bass Recreational Harvest Measures 
Abstract: In response to action by the Atlantic States Marine Fisheries Commission and the Mid Atlantic Fishery Management Council, this rule would propose management measures--such as recreational possession limits, minimum fish sizes, and seasonal closures--to achieve recreational harvest limits for the 2018 summer flounder and black sea bass recreational fisheries. Specifically, this action would propose establishing conservation equivalency for the recreational summer flounder fishery for 2018 - meaning that states could take fishery management actions which differ from the specific measures proposed in this rule, as long as they achieve the same level of conservation for the resource. The rule also proposes measures to be effective in Federal waters if states fail to take measures that appropriately restrain harvest to the set harvest limits. This rule will also propose recreational management measures for the black sea bass fishery. The proposed measures include a 12.5-inch minimum size, 15-fish possession limit, and open season from May 15 - December 31.
